This time with Macbook running Mojave and user1 and user2 split between Chrome and firefox all went as expected. Better explanation of how to do the filtering would have been very helpful.

It really didn't work. I need to try this on my Mac. I was using Ubuntu 18.04 and Chromium for this try, and the permissions did not apply correctly to anything.
