You're missing a step on selecting the project before beginning. Also, editing a role was confusing. I struggled with copy/paste and have to make several attempts to edit the role before succeeding.

The custom role permissions step would not allow me to select and add multiple permissions that were on different pages. I had to go back several times to get it to work.
