UG : IAM policy is PubSub admin, but I cannot create a topic

I kept getting "Error: Permission denied. Review your IAM permissions or contact your admin." when selecting create a pub sub topic in the create sink flow. I had to go to the pub sub menu, create the topic there and select it from the create sink as it appeared in the drop down.

I cannot create cloud Pub/Sub topic. error: Permission Denied: Review your IAMpermission or contact your admin. I review my IAM Permission and all are okay. I did not finish my lab because of the error.

Unable to complete lab due to IAM permissions missing for Cloud Pub/Sub. When attempting to create a sink for VPC flow logs to a Cloud Pub/Sub, I got the following error: Create new Cloud Pub/Sub topic Naming rule: ID must be 3 to 255 characters, start with a letter, and contain only the following characters: letters, numbers, dashes (-), periods (.), underscores (_), tildes (~), percents (%) or plus signs (+). Cannot start with goog. Learn more FlowLogsTopic Name * Error: Permission denied. Review your IAM permissions or contact your admin.

There is a issue with setup of pubsub topics from the log menu context .. had to setup the pubsub topic from the pubsub menus in console to complete the lab .
