In the Cloud Console, on the Navigation menu (Navigation menu icon), click IAM & admin > IAM. I'm so confused , not Service Account but IAM, please add screen shot.

There are missing/changed instruction around this section for task 3. In the Cloud Console, on the Navigation menu (Navigation menu icon), click IAM & admin > IAM. Find the Network-admin account. Focus on the Name column to identify this account. Click on the pencil icon (Where is this Icon?) for the Network-admin account. Change Role to Compute Engine > Compute Security Admin. (This took some time to figure out as I kept getting the insufficient permission to change roles. You actually need to access from the manage IAM link, not a pencil icon.) Click Save. Return to the SSH terminal of the test-vm instance. Run the following command to try to list the available firewall rules:
