This might be my mistake but I got this error when setting up the backends I was able to get through it by changing the rate limit 'projects/qwiklabs-gcp-8207d20a447a31a9/global/backendServices/http-lb' point to the same instance group but the backends have incompatible max_rate_per_instance. Values should be the same.
