When creating health check rule, instructions say to specify 'all' for tcp ports- this needs to be left blank or else the following error will occur: Invalid value for field 'resource.allowed[0].ports[0]': 'all'. Invalid port range specification. On creating the load balancer, there's an additional screen between 'Start configuration' and 'Name', where you have to select 'From Internet to my VMs' & click the 'Continue' button. LB & blacklist rules took a really long time to take effect.
