I never got to the 250 requests when using siege with -c 250, I had to up it to -c 1250 to get any traffic flowing to europe-west1. I believe this is due to the slowness contacting the webserver. The response time shown by siege is around 5 seconds. Maybe configuring the webserver software to give quicker responses would solve this issue.
