Dont need to install virtualenv again. Cloud Shell has this installed already. Installing virtualenv causes other issues.

May be wrong, but seems there are some minor issues in the proposed flow. 1- It seems the virtual enviromnet fails to run: virtualenv -p python3 env ModuleNotFoundError: No module named 'virtualenv.activation.xonsh' 2- Also, python commands call pyhon 2 by default. call to python3 instead seems required.
