I couldn't get the alarm working until I changed to use Cpu usage metric, for some reason CPU request utilization didn't have any values in my setup and never fired the alarm.

metric for alerting policy did seem to have changed. it's now a value of 1 and not 100%, so the correct trigger is 0.99 now and not 99% anymore. please fix and adjust text
