Problems creating the alert with a threshold using percent condition, after a few tries it works and can be tested, but very frustrating (had failed the test once due to this)

The chart editor seemed to be using the Legacy Editor, which I figured out finally. The Alerting Policy in the interface appeared to be graphed as a fraction, not a percentage as shown in the instructions, and I couldn't get it to function as described.

I was unable to complete the lab. When trying to build the image it returned that it was unable to write to my bucket. I tried the alternate build command and that appeared to work, but the test service never started successfully. Second try - The first time I opened a second cloud shell window after the first never started. This time I tried to wait for the shell to complete setup. After 15 minutes, it was still spinning. Gave up.
