I think there's a new update in the GCloud Console (the option "Proxy Network LB" and "Passthrough Network LB") which is not yet included in the steps.

Many instructions seem outdated in the Google console for 1. Network Services --> Load Balancer 2. Under the section 'Configure the regional backend service', Step 3 & 6 should consist of adding a port number, which is a mandatory field
