Because of permissions on the lab, you are unable to create a stress test VM in a different region. Thankfully the lab still recognizes it, but the LB won't show the traffic.

I would never reset, and then delete a VM which I needed the disk for. I would always shut them down gracefully.... Also, I could not select any region besides us-east4 and europe-west1, for the load testing VM...
