Please add additional info to debug a `Failed to start the VM, launcher-202403271705473430781516826678755, used for launching because of status code: UNAVAILABLE, reason: One or more operations had an error: 'operation-1711584350523-614ad493751c6-ccd096bd-b523d389': [UNAVAILABLE] 'HTTP_503'..` errror. Even by adding the worker region and zone (not indicated in the lab) it doesn't succeed
