This was fun! I had to restart the VM instance because the startup script was initially not run (at least that's what I think happened because the /var/www/html dir did not exist when I first tried to cd into it). After restart, the public IP of my VM instance had changed, so I had to modify the network settings of my Cloud SQL instance as well ... all in all this took me a little longer than expected but I definitely learned more than I would have if all had gone according to plan :)
