modify the boot startup script while provisioning the compute instance by adding "sudo". It was observed that following the instructions it didn't create apache2 service simply because student account didnt have required permissions. After reviewing logs, rerun the apache2 service creation with sudo command.

The step 4 is not right; I completed as per the instruction still it's not acknowledging the completion.
