Scanning User-Generated Content using the Cloud Video Intelligence and Cloud Vision APIs Reviews

--runtime is now a required arg; I had to add `--runtime nodejs6` to all the function creation commands. I'm not sure if that was why the first function (GCStoPubsub) failed in the testing section near the end of the lab.
