Functionality meant that after powering on the VM the first time, the host file either moved or something changed. Couldn't access SQL again afterwards.

View the details of your Cloud SQL database and modify encryption Step 3 shows "Click SSL" but should say "Click COnnections" - some of the steps or UI have changed.
