While setting up the network access for the DB, it lists <ip address of vm>/32 , it should mention somewhere that this is the external IP. Any instance of apt-get should really be replaced with apt. You disable non-ssl connections before adding ssl, test with and without SSL to see the failure on the non-ssl connection.
