cloud shell code editor is slow to start

The first few steps say to choose "Use Legacy Editor" from a banner that no longer includes this option (possibly only for first-time accounts?). The later steps didn't all work with the new editor (as the earlier steps said), but instead of "Use legacy editor" or "Dismiss" I only got a "Dismiss" option.

Cloud Shell Editor would not display the PNG file as an image -- CSE displays the PNG file as a binary file content -- which cannot be read from CSE.
