There is an error in the first step - the service account that we are trying to add the Project Editor permission to does not exist. When I create the service account "manually" through the console, the naming convention does not match what is expected i.e. id-11904870793@qwiklabs-gcp-01-f07c3647e17b.iam.gserviceaccount.com
