All went smooth, but one of the steps would not complete. It could not verify that the compute instance could connect to the cloud SQL, but it could verify that the config pointed to the cloud SQL and that the web page would load up correctly. --updated to 5 star, I realized that did not have the CIDR range on the gce instance IP. While it still allowed me to connect without that it would not count the 3rd step for the lab.

The section "Check that the blog instance is authorized to access Cloud SQL." does not score correctly you should use this addres 0.0.0.0/0 on Public Ip.
