step 3 to authorize the ip addresses will not work unless you authorize with CIDR notation (end your ip address with /32). You will be able to finish the other requirements without this.

The part of authorizing the Cloud SQL instance to give credit when the pure IP has been authorized, but gives credit when the "ip/32" is authorized (CIDR notation REQUIRED instead of OPTIONAL).
