You have to specify the allow IP has to have the mask. If not, it will fail even it works in gcp

For the checkpoint " Check that the blog instance is authorized to access Cloud SQL", it should allow single IP address (e.g. 1.2.3.4) in Cloud SQL ACL in additional to to enter 1.2.3.4/32 to pass the test.
