The migration was successful (URL worked) and I was able to connect to the database, but qwiklabs was still telling me that the instance did not have access to Cloud SQL. Is this a bug in the lab?

dudes ffs, why would you typo the database PW ??? I had to go to the deployment files to find that PW is actually Password1* and now Password1.... Literally spend hour on this

Lab description is not accurate in this paragraph The existing database for the blog is provided by MySQL running on the same server. The existing MySQL database is called wordpress and the user called blogadmin with password Password1, which provides full access to that database. Actual password (quoted) for the existing MySQL database is "Password1*"
