the cloud sql authorize step requires the ip address of the wordpress instance to be given in /32 format. else 20 points for that step are not given. however, in practice this seems to be not required. Even if ip address only is given without /32, the authorization is correctly set and blog can be accessed while connecting to cloud SQL. You should note this as this is confusing.
