Completed all steps and successfully connected my compute instance to the sql instance. However, the grading mechanism wasn't properly checking the status. I know the compute instance was connected because I ssh'ed into the sql instance and dumped the sql backup file onto the new table. Plus, the app is responding to the queries based on the cloudsql instance.

I think that there is a bug on third step because it never checks the network rule configured on cloud sql instance
