The challenge is to migrate MySQL Database to a managed instance of Cloud Sql. I would expect a MySQL Database migration with gtid replication to managed cloud instance and promote the cloud instance as master without downtime. In this case it was a MariaDB instance which results you can only make a dump in time and switch your application. Normally this needs downtime to guarantee there is no missing data.
