windows stuff is a bit annoying to handle but otherwise this lab was pretty solid

installing iis on secure vm is not documented, https://cloud.google.com/compute/docs/tutorials/basic-webserver-iis did not help but "Install-WindowsFeature -name Web-Server -IncludeManagementTools" helped to install iis
