Instead, a firewall rule with a target tag must be created and the corresponing VM must be tagged with this taarget tag, which was not stated explicitly. The progress check error messages are not informative. 2. The Windows Server 2016 boot disk image comes without IIS preinstalled, you have install it yourself, which was not stated explicitly as well. The corresponding progress check fails without any error message, not even uninformative one.
