Lab could not detect RDP firewall rule and configured IIS in securehost VM. For firewall rules I tried addig firewall rules to securehost in both default and securenetwork networks and allow from 0.0.0.0/0. Did not work. For IIS I have configured multiple firewall rules so I could access from bastion host, through both networks and also added an external ip and firewall rule in the end and it still did not complete the step.

Tricky, tricky. For non windows oriented people here, IIS installation is an issue.
