i was able to RDP into the bastion host, and then RDP in to the secure host, and run "Install-WindowsFeature -name Web-Server -IncludeManagementTools" to successfully install IIS. I even tested it in a browser on the securehost to see that IIS was working, but I couldn't get my last 15 points!
