I didn't take a close look to examine the scaling issues, but a bunch of load and scaling exercises didn't trigger the expected scaling. The target CPU for the VPA was 1mcpu and the load in the auto provisioning example didn't trigger the HPA and therefore not the node autoscaling or node auto provisioning
