Underlying infrastructure was broken. Insufficient cpu to perform the scaling up actions needed for VPA to work. 0/3 nodes are available. Also, the instructions suggest I should see a 25m recommendations, but I saw a 1m recommendation. Just not what I expected from a qwiklabs course, based on experience several years ago.
