after creating the regional cluster you never update your credentials, so the pods get created on the original cluster instead.

Click Add a configuration under Configurations - Subnets (Compute Engine API), then click Done. Asks for a name which is not supplied and seems because of which although simulate traffic succeeded it is still not being marked green in check progress.
