I tried Exploring Cost-optimization for GKE Virtual Machines again. But still getting the issue at Simulate Traffic step. it's not marking it complete. Solution: You have to copy and paste the BigQuery columns EXACTLY without changing anything in the BigQuery.

--delete-local-data は使えませんでした。 --delete-emptydir-data が最新のフラグのようです。
