The right package is google-cloud-cli-gke-gcloud-auth-plugin and not google-cloud-sdk-gke-gcloud-auth-plugin . And to create the cluster you must indicate that --num-nodes=1 otherwise you exhaust your default quota.

The following command fails: sudo apt-get install google-cloud-sdk-gke-gcloud-auth-plugin Must be replaced with: sudo apt-get install google-cloud-cli-gke-gcloud-auth-plugin Note `cli` part instead of `sdk` in the package name.
