Account gets blocked if kubernetes cluster is regional rather than zonal. Would be worth pointing this out in the guide as it doesn't specify whether the cluster should be zonal or regional.

Every time I have attempted this lab my account was blocked due to 'resource over-usage' when deploying a kubernetes cluster but I didn't deviate from the lab guide. I did notice on the last run that the cluster had 9 nodes even though I specified 2 so project setup probably needs checking.
