first of all, why did you choose VM, instead of cloud shell. there is no need to use VM and it's not recommended way to develop on extra VM causing additional manage cost unnecessarily. Also, without adding this to cloudbuild.yaml, the cloud build failed. lab account has no iam update permission so it's impossible to add admin role to cloud build service account... options: logging: CLOUD_LOGGING_ONLY
