Reported Issues with lab. i.e. Task 3. Unable to complete it until qwiklabs debug it.

Due to change date in bigquery-public-data.covid19_govt_response.oxford_policy_tracker there is no possibility to end TASK 3. there is 0 rows in result when we want to join these 2 tables by date.

Some instructions are confusing and tips could appear earlier. The sample query on task 3 should be improved because there is no parity for field date (considering the 90 days expiration on the lab's table).

Task 3: can not be done due to the lab's MISTAKE: dates are not overlapping, so UPDATE SQL results with 0 records modified - to have some data I changed partition_expiration_days to 190 :)
