IOPS default to 3000, can only have a 10:1 ratio, so for 10gb IOPS had to drop to 300?

Steps are straightforward and easy to follow, but description is lacking detailed explanation of rationale and goal. I.e. total newbies might not understand why they would create an snapshot of a newly created volume, then create another, larger volume from this snapshot. Again, the goal (transfer data to larger, more performant volume) may not be real clear.
