Provision IOPS volume from snapshot would not proceed with default IOPS due to maximum ratio, but this was not accounted for in the instructions. Additionally the instructions do not make clear why a snapshot is created to 'change' the volume parameters, even though it is really creating a new volume with the same data from the original volume. Perhaps a few steps (such as creating a file) before creating the snapshot and new volume with desired 'new' parameters might be informative.
