There was a problem creating an alert from the log-based metric. The metric could not be found (with "Active" toggled on or off). Attempting to create a metric directly from the submenu to the right of the log-based metric resulted in "filter is invalid". I was only able to get it to work by first creating an alert directly from the Logs Explorer screen (bypassing the metric creation). With that policy in place, it seemed to "see" the log-based metric and allow me to create an additional policy based on the log-based metric.
