If the objective is to scale down when a job is done, I don't see how that would work with _that_ CloudWatch alarm. The two OD instances would only report 10InService/5min, so the threshold would never be reached, so the thing never scales down. Additionally you should mention that you need to re-set desired instances when intending to start a new job. Maybe extend the lab by some kind of a job submitter script.
