When creating utility-vm was not clear how many nics should be added, from the instruction it looks like we should leave the default + add new one for my-internal-app. I did it and finally curling was not working to the 2nd instance because of default routing rules going to default VPC. I had to re-create utility-vm instance with a single nic for the custom VPC only, after that it worked.
