If you hit ZONE_RESOURCE_POOL_EXHAUSTED for running the job: start with the gcloud approach and once it works use the same parameters for the UI approach. Use --worker-zone= to specify a zone and --worker-machine-type=e2-standard-2 to change from the default machine type. Stay within the allowed region.
