The lab failed in two steps. The first was when I created the instance and assigned permission. GCP would not create the Data Fusion instance with just the Cloud Data Fusion API Service Agent role. Instead I had to assign a Cloud Data Fusion Runner permission. Then, after running the flow the Qwiklabs system did not recognize that the Flow completed. It did create the BQ table and produced the correct results.
