i kept encountering the same error: ERROR: (gcloud.compute.ssh) [/usr/bin/ssh] exited with return code [255]. Despite different attempts to generate public/private key, push SSH key , it still fail. This occur already on creating first VM. I do not know exactly what is the root cause. All API are enabled, the VM status, Network status, and user permission status are ok
