The lab environment for GSP213 (Project ID: qwiklabs-gcp-03-26dae73db5b8) contains an infrastructure mismatch. The lab instructions specify creating resources in the `us-west8` region, and the Organization Policy (`constraints/gcp.resourceLocations`) restricts deployments exclusively to `in:us-west8-locations`. However, the Compute Engine API returns a `Not Found` error for the `us-west8-a` zone, and attempts to select the region via the Cloud Console UI result in a "No items to display" error, preventing the completion of Task 1.
