There seems to be missing a step to set the current gcloud project: gcloud config set project <project_name>. When this step is skipped the terraform apply command doesn't work.

Just a typo: in the last addition to mynetwork.tf, in the second comment, there is an unpaired double quote ("), I think the idea was not to insert it: it is # Create the mynet-eu-vm" instance but should be: # Create the mynet-eu-vm instance
