Lab is broken. After starting lab and logging in, the Home dashboard shows an error. The instructions still work until the step "terraform apply tfplan". This gives the following error: Error: Error applying plan: 1 error(s) occurred: * module.mysql-db.google_sql_database_instance.default: 1 error(s) occurred: * google_sql_database_instance.default: Error, failed to create instance example-mysql-2c7d: googleapi: Error 403: The billing account is not in good standing; therefore no new instance can be created., invalidBillingAccountState
